Annotation font size now follows overlay font size controls

Increasing or decreasing overlay font size (via left/right click on the patient name) now also applies to annotation text, keeping annotations visually consistent with overlays. Font size adjustments support up to 9 incremental steps. 

Measurement annotations are now movable 

Users can reposition measurement annotations within the viewport, a capability that was not previously available. This improves readability and flexibility when reviewing images.

Toolbar and Toolbox Cleanup 

“Coming Soon” tools removed from the toolbar.
Placeholder tools have been removed from the top toolbar to improve usability on smaller screen widths. Only active, usable tools are now displayed.
